In large skillet, cook beef 8 minutes or until browned, breaking up beef with side of spoon. Stir in taco seasoning, beans, salsa and 1/2 cup water; cook 4 minutes or until liquid is absorbed, stirring occasionally. Makes about 2 cups.
Fill tortilla bowls with beef mixture, tomato, cheese, onion and cilantro. Transfer sour cream to small zip-top plastic bag; snip bottom corner with kitchen scissors. Pipe sour cream on top of tacos to create "football laces."
